Rwanda Gacaca

The link below is a youtube video of the President of Rwanda in 2007 announcing the end of the Gacaca system. He states that while not all of the problems have been solved he feels that the Gacaca has served its purpose of reconciliation through acts of contrition and reparations. His speech reminded me of a the debate we talked about in class; is expecting reconciliation through forms of truth commissions or gacacas too high of an expectation. Reconciliation is a very commonly used term within the international justice, and its true meaning is getting lost. How can he say that his country has come to reconciliation after what has been done. The link only shows a brief bit of his speech but I would be interested to hear the rest.
